Manufactured Homes Permitting

A building permit is required before setting up a manufactured home on your property. No work, including removing plants or trees, can start until you have all the required permits.

Exception

Homes over 10 years old are not allowed in the Apple Valley Sphere of Influence. Check with County staff to confirm if your property is within this area.

→ Step 1: Prepare Your Application

  1. Check Zoning: Make sure your property allows manufactured homes. Check the zoning district and any special planning areas.
  2. Estimate Fees: Talk to County staff about fee estimates, especially for water, sewer, and septic services.
  3. Review Standards: Check the County Residential Standards checklist to ensure you meet all requirements.

→ Step 2: Submit a Building Permit Application

Please make sure your application includes the following:

  1. Forms: Complete and sign application forms from Planning, Building and Safety: Planning Handouts, Building Forms and Applications
  2. Project Checklist: Please provide all items listed on the application checklist to avoid delays in processing your permit.

→ Step 3: County Review

The County reviews building and safety application. County staff may require revisions or more information. This process repeats until everything meets County code. Track your permit status online at EZOP.

→ Step 4: Installing Your New Home

  1. Conditions of Approval: Once you have the permit, you can move and install your home. Follow any conditions attached to your permit.
  2. Building Inspections: After installation, call the Building and Safety Division for an inspection. Once approved, you’ll get a certificate of occupancy and can move in.

Frequently Asked Questions

Yes. A permit is required before setting up any manufactured home on your property. Please contact County staff before starting any work related to the placement of a manufactured home, such as clearing plants or trees.

It depends. Before buying a unit or property, talk to County staff. Manufactured homes may be on private land if it’s zoned for residential use. Check the County’s Zoning Map and talk to County staff to be sure. Manufactured homes can be ADUs if they are under 1,200 square feet and smaller than the main house. Yes. A permit is needed before setting up or doing any site work. Get the permit from the Building and Safety Division of the County.

No. All permits and approvals must be obtained before setting up, installing, or disturbing the site.

Foundation: Every home must be on an approved tie-down or foundation system. You can use a preapproved plan or have an engineer design one. 

Hazard Zones: County staff will check if your property is in a hazard zone (like earthquake or flood areas) and recommend the right foundation type. 

Installer: Ensure that the installer is licensed with the California State Licensing Board, unless submitted as owner-builder.  

Yes. Provided that the home is outside the Apple Valley Sphere of influence, if you meet these three requirements, the home can be installed if the below requirements are met: 

  • Home complies with all pertinent County requirements pertaining to site installation and setbacks. 
  • Home complies with the standards of the California Department of Housing and Community Development or has a valid HUD label. 

Check with the local fire authority to determine fire mitigation requirements.
