Prohousing Designation Program

The County of San Bernardino is excited to announce its intent to pursue a Prohousing Designation from the California Department of Housing and Community Development (HCD). The Prohousing Designation Program is a state program implemented in 2021 that supports jurisdictions that go above-and-beyond state housing law to help accelerate housing production. Achieving a Prohousing Designation will help the County qualify for housing-related grants.

The application is now available for public review and comment.

The review period for feedback closed on March 1, 2026; however, questions can be sent to Vivian Nguyen, Associate Planner at Vivian.Nguyen@lus.sbcounty.gov.

At this time, County staff is working to submit the final application to HCD for its official review.

As a part of the implementation of Prohousing policies, the County is proposing a Development Code Amendment for a variety of housing types in accordance with the County Policy Plan Housing Element Program 12. Public Hearings are anticipated Winter 2027.
